IEM International, a Morrisville, NC-headquartered security consulting firm, has promoted Alex Amparo to vice president of critical infrastructure.
Based in Washington, DC, Amparo joined IEM in 2023 as director of Puerto Rico critical infrastructure. In the role, he directed the firm’s recovery and resilience projects in the energy sector on the island.
In his new role, Amparo will oversee the firm’s infrastructure practice, which help government and non-profit clients build security, resilience, and continuity into their infrastructure.
Amparo has three decades of public sector experience, with a focus on emergency management and recovery. He previously spent nearly 13 years at FEMA, where he latterly served as assistant administrator for national preparedness and as federal disaster recovery coordinator for Puerto Rico. In the roles, Amparo supported the island’s recovery efforts after Hurricane Maria and the 2020 earthquakes.
Before his tenure at FEMA, Amparo spent 11 years in the Governor’s Commission on Volunteerism in the State of Florida, where he was director of emergency management and legislative affairs.
Earlier in his career, Amparo held various roles in the executive office of the Governor of Florida.
He has an MBA from California State University-Dominguez Hills and a bachelor’s degree from Florida State University.

Founded in 1985, IEM works with government and corporate clients on emergency management, disaster recovery, homeland security, and digital citizen services. The company works with federal, state, and local agencies and well as international clients, and advises on critical infrastructure such as nuclear plants, chemical plants, hospitals, mass transit, and ports.
IEM has 1,100 professionals across offices in the US and Puerto Rico.
